The SuRE program supports research capacity building at eligible higher education institutions through funding investigator-initiated research in the biomed​ical, clinical, behavioral, and social sciences that falls in the NIH mission areas. Eligible institutions must award undergraduate (B.S. or B.A.) and/or graduate degrees in biomedical sciences, have received no more than $6 million per year (total costs) from NIH Research Project Grants (RPGs) in each of the preceding two fiscal years at the time of application submission, and have either enrolled at least 25% of undergraduate students supported by Pell grants based on the most recent two years, or belong to one of the Historically Black Colleges and Universiti​es (HBCUs) or Tribal Colleges and Universities (TCUs).

Per NOT-OD-25-013, PAR-24-144 and PAR-24-145 have expired because they do not align with the Simplified Review Framework for NIH Research Grant Applications. Applications submitted to expired NOFOs will be administratively withdrawn and will not be reviewed.

SuRE Resource Center (U24): PAR-21-227 assists SuRE-eligible institutions to build research infrastructure such as Offices of Sponsored Program (OSP), conducts outreach and training to OSP staff and faculty investigators, and tracks grantee institutions’ progress in research capacity building. The SuRE Program has replaced the SCORE Program and was designed to address recommendations of the NAGMS Council.
