General
If awarded, does this proposal affect ESI status?
No, funding of an RLI-S10 application does not affect the PI's ESI status.
How many applications can an institute submit? Say four applicants want to apply and each want to apply for $200k. Is that possible? The combined amount becomes $800k in that case.
The institution can submit multiple applications for distinct instruments. However, the PI for each instrument should be distinct. There is a limit of $250,000 award for each application, but no limit on the number of submitted applications per institution.
Regarding the review panel, is that a special panel and what expertise is on the panel? Is it generic or focused to specific areas or is it reviewed by a panel that is reviewing other proposed mechanisms?
The review of these applications will be performed at the Center for Scientific Review by a panel that is solely focused on the RLI-S10 application review.
Is there an instance of a previously funded proposal that was published on the RLI-S10 webpage to be used as an example?
Because of confidentiality issues, we cannot post a successful proposal. However, we will provide links to funded awards on the program website.
Can the grant be movable once the PI changes institutions?
The RLI-S10 instrument program is intended to enhance research and education at the applicant institution and the acquired instruments are shared. Therefore, movement of the instrument to a new institution with the PI is not permitted.
Is there a specific number of grants that will be funded?
The number of awards will be based on the number of meritorious applications and the availability of funds.
The NOFO lists "Specific Areas of Research Interest" for some, but not all, participating institutes. Are these institutes prioritized for funding? Can you submit to an institute that is not listed under "Specific Areas of Research Interest?"
Those are the institutes that have signed on to provide funding for this NOFO. However, for the purpose of submission, all applications are initially submitted to NIGMS.
Can you speak more to the 'equipment oversight advisory committee'?
The Equipment Oversight Committee is an institution oversight committee for all shared instruments in the applicant institution. The committee oversees institutional research infrastructure and equipment. The plans should help coordinate use and maintenance, and ensure broad access to the instrument.
Eligibility
What about eligibility for Hispanic serving institutions?
Hispanic serving institution designation is not included in the eligibility requirements for this funding opportunity.
Is eligibility the same eligibility for the AREA(R15) grant or is it its own eligibility we need to check separately?
No, the eligibility requirements for this funding opportunity are distinct from those for the AREA(R15) program and you will have to check separately.
What does the ideal institution/department look like to be funded within this program?
Any institution that meets the three eligibility criteria is acceptable.
Are medical schools eligible?
Yes, they are eligible if they meet the above criteria.
Do kinesiology/exercise science departments meet criteria for "biomedical?"
They likely do, requested instruments may support biomedical research and education in basic, translational, biomedically-related behavioral, or clinical fields. Please reach out to Dr. Dorothy Beckett to share the goal of the research to be supported to confirm that it is biomedical in nature.
Is Pell support eligibility 35% for the undergraduate student population or 35% of all enrolled students at the university?
The criteria are institutions that enroll at least 35% of undergraduate students supported by Pell grants (calculated as a yearly average from the past three academic years based on data available from the Integrated Postsecondary Education Data System (IPEDS) database maintained by the National Center for Education Statistics).
What is the eligibility of the PI? Must a PI be a U.S. citizen to receive a research grant award?
The PI must be a full-time employee of the applicant institution, but does not have to be a U.S. citizen.
Users
How many PIs are required?
Users and PIs are distinct. Only one PI, at least three Major Users, which can include a laboratory course, and an unspecified number of Minor Users are required. The PI may be a Major User for a research project and/or the instructor for a Major User laboratory course.
Can this have two PIs, like Multiple Principal Investigator M-PI?
An application can have two PIs, although, most applications to this program have only one PI.
As with the Major Users, can Minor Users be undergraduate courses that may occasionally use the instrument?
A course can be a Minor User that will occasionally use the instrument.
Can an ESI assistant professor serve as the lead PI? Would this reduce the likelihood of the proposal being funded?
Yes, an ESI assistant professor can serve as the PI of an RLI-S10 application and career stage will not influence the likelihood of funding.
Can we include a separate instrument for each Major User?
No, each application should request funding for one instrument.
Can you have the same PI for multiple applications from the institution?
It is best to have a unique PI for each application from an eligible institution.
What factors differentiate Major Users from Minor Users? Are Major Users expected to use the requested instrument more than a certain number of hours per year?
A Major User should have a relatively high demand for instrument time, while a Minor User will access the instrument only occasionally. However, the NOFO does not stipulate the number of hours per year for either type of user.
Can the same PI be a Minor PI on one and a Major PI on another grant?
Yes, it is acceptable for the same PI to be a Minor User on one grant and a Major User on another from the same institution.
How many PIs are required?
Only one PI is required.
Can each Major User have multiple justifications for research and course and do we need a total of 3 Major Users?
Correct, at least three Major Users are required for each application.
If one particular faculty member plans to use the requested instrument for two different purposes, one for their research and the other for teaching lab course they teach, does this count as two major users?
Yes, in this scenario the faculty member and their research count as one Major User while the course is a separate Major User. The faculty member can be described as the instructor for the course, that is the Major User.
Can a PI be a Major PI on two equipment grants?
There is some confusion about the difference between a PI and a User. A single individual can be a Major User on two applications. However, the PIs should be distinct for these two applications.
To apply for this grant, should all the Major Users have other active funding?
No, the PI, Major, and Minor Users are not required to have other active funding.
Can the Major and Minor Users be from nearby institutions that do not satisfy the application institution eligibility criteria, such as a nearby non-HBCU institution?
Major and Minor Users can be drawn from nearby institutions that do not meet applicant institution eligibility criteria, such as non-HBCU institutions. However, the instrument must be housed at the applicant, in this case HBCU, institution.
Budget
Can the budget include a consultant from outside the institution for technical issues aside from the main tech person?
No personnel salaries from within or outside the institution are appropriate to budget under this funding opportunity.
Can the budget include group trainings from the vendor?
No, unless this is included as part of the initial instrument quote and purchase.
If more than one PI from the same institution apply, would the maximum budget be $250,000 per applicant/instrument or would that be the total budget per institution irrespective of the number of PIs?
The maximum budget for each application is limited to $250,000. Institutions may submit multiple applications but they must have different PIs.
Is there a limit on the number of applications per institution?
There is no limit on the number of applications from one institution.
Can we budget training costs like onsite workshop, and software license, and/or consumable items such as hormone collection kits?
If training is part of the vendor quote, it can be covered by this program. However, independently scheduled workshops, software licenses, and consumable items are not covered.
Can we budget hiring one technical personnel who manages the proposed equipment?
No, this funding opportunity does not provide funds for personnel.
Is this specifically for instruments and service contracts or can we include reagents as well?
No, reagents may not be included in the budget unless they are included routinely with the cost of the instrument.
Are there limits for the non-NIH component?
There are no limits on the non-NIH cost of the instrument.
Do you have to pay upfront within the first year for the support of maintenance of the equipment?
This funding opportunity allows purchase of up to five years of service contract for the instrument. However, payment of all five years of the contract must be completed in the single year of the award.
Can we budget in anticipated inflation costs?
No, you may not budget in inflation costs.
Can any necessary facilities upgrades to house the instrument be included in the budget?
No, the program does not support facility upgrades required for instrument installation. These are the responsibility of the institution.
What happens if the cost of the equipment goes up between submission of the proposal in July and funding in April? Is the institution responsible for that, or will NIH increase the funds to cover that?
Close to the time of award, the institution will be required to submit an updated quote from the manufacturer. Provided that the revised total does not exceed the $250,000 cap, the NIH may cover the difference in cost.
If the price of instruments changes after the quotes are approved in the grant application, what is the process for seeking approval of reallocation of resources to account for this cost change or choosing a lower cost alternative type of equipment?
If the updated quote indicates a change in the instrument cost, the approval of funds for any additional costs is carried out by the NIH internally.
What is your total budget?
We do not have a set aside budget for this program. The number of awards will depend on the number of meritorious applications received and the availability of funds.
Can you repeat what was said about including money in the budget for equipment maintenance?
This program includes the option of requesting up to five years of service contract support. However, since the awards are for only one year, the five years must be paid for during that year.
If an updated quote exceeds $250K, can the updated information include commitment by the institution to cover the difference?
Yes, the updated quote can include a letter of commitment from the institution to cover the difference.
Does the amount of funding requested impact the potential for the award to be funded?
No, Applicants must, however, limit the requested budget to the stipulated $25,000 to $250,000 range.
Does the total funding amount include tax and shipping cost?
Yes, that should be a part of your quote.
If the quoted instrument cost exceeds the budgeted amount from NIH, can the PI's home institution match to make up the difference?
Yes, you can request the maximum amount and then provide documentation for how your institution will make up the difference.
What if we receive an award, but must delay delivery because of construction?
The institution can request a one-year, no-cost extension for the S10 award; and the instrument could be purchased during the next 12 months. The budget would not change, but a second no-cost extension is very unlikely.
Instruments
Animal monitoring: Does it include a Bioluminescence/fluorescence scanner?
This instrument is appropriate for the program.
Is there a list of preferred instrument that will be funded? If so, can I still apply if the instrument that I am asking for is not on the preferred list?
There is no preferred list of instruments. However, at the beginning of the NOFO there is a list of institutes that have signed onto the opportunity. If you are wondering if your instrument of choice is appropriate for the NOFO, you should investigate if it can be used for the science that at least one of these institutes supports.
Would a Syndaver be considered a biomedical instrument?
We did some research on this and think that it would be appropriate. However, the review outcome will depend on the justification for need and the use of the Syndavers in research and education.
Can we request an advanced instrument if an older version is already at the institution?
You may request an advanced version of an older instrument. However, you will have to provide justification for acquiring a newer model.
The NOFO lists specific areas of research interest for some (but not all) participating institutions. Are these listed institutes and specific areas being prioritized for funding over institutes that are not listed under "specific areas of research interest?"
Any of the institutes that have signed on to the NOFO could potentially fund applications. However, not all of them provided the specific scientific areas of interest. For those that did not provide descriptions, you may access mission statements at the institutions' websites.
Can I bundle aligned instruments?
The combination of two aligned instruments for research projects and laboratory courses is acceptable, as long as the combination is well-justified in the application.
If an instrument costs $2,000 but 15 units are needed, would that suffice the $25,000 minimum?
This program is intended for single instruments for use in research projects and advanced laboratory courses.
Can we apply for purchasing software and a workstation to install the software on it together?
This combination might be acceptable. However, a workstation and software for running an instrument would likely not review well without including an instrument.
For clarification, two of the same machine that fits within the $250k quote would need two separate applications?
Each application should be for a single instrument, or in some cases, for multiple instruments aligned to perform a specific task. One application should not request multiples of an instrument and each application from an institution should request a distinct instrument.
Could we submit an application for add-ons to an existing instrument in the institute?
This will depend on what is requested. For example, we have previously awarded funds to an institution to add a helium recycling system to their NMR spectrometer laboratory. Any item that is requested should be well-justified in the application.
One Confocal microscope at $200k supports my research and the students can use it, but five epifluorescence microscopes at $40k each will help the course overall because students will have more access to the microscopes. Which one aligns more with the grant?
The applicant should select the instrument that is most appropriate for the proposed uses. However, this NOFO does not support purchase of multiple instrument units for equipping a laboratory course.
Could I use this grant for several pieces of equipment to put together a lab that would be used for both teaching and research?
This use of funds is not appropriate. The purpose of this NOFO is to provide funding for one instrument or an instrument system for use in research and/or education. The purpose is not to equip teaching laboratories.
I work in computational neuroscience. Will this grant allow for the purchasing of GPU servers?
Yes, computers and server equipment are included as appropriate instruments for this funding opportunity.
Would an HPLC/mass analyzer combination be an acceptable integrated instrument system under this NOFO?
Yes, an integrated LC-Mass Analyzer is appropriate.
Application Components
If one of the Major Users is a teaching lab course, who should provide the biosketch? Additionally, are Minor Users not required to include biosketches?
Major Users with research projects and course instructor Major Users should provide biosketches. Minor Users may provide a biosketch, but do not have to.
Can you give some examples of demonstrated need?
This is very application-specific. However, one example would be the use of a confocal microscope for analysis of intracellular trafficking.
What should be the expiration date on the quote?
Vendors typically have a set time window for their quotes. If the quote has expired at the time of funding consideration, we will request a new one from the investigator.
Do we need preliminary data for research projects?
There is no requirement for preliminary data. However, the application must demonstrate integration of the instrument into the proposed uses outlined in the Research Projects and Laboratory Courses.
If a course is one of the Major Users, does the course instructor fill out a biosketch? Or do you just leave that one out for that piece and just include the biosketches of the individual researchers who are Major Users?
Although the NOFO does not stipulate that the biosketch of a Major User laboratory course instructor be included, since this individual can be considered Key Personnel, his/her biosketch should be included in the application.
When establishing PI competency for the technology, can we upload certificates for completion of training as a PDF?
It is not necessary to upload the certificate because the credential can be described in your Personal Statement and/or List of Accomplishments that you provide in the biosketch. However, if you do upload the document, it should be included as part of the biosketch, which should not exceed five pages.
If we're doing a faculty search, how would we provide a biosketch for a futuristic person?
You should not provide a biosketch for any personnel who are To Be Determined (TBD).
What should be included in a letter of support?
Letters should verify that your institution meets the eligibility criteria and affirm the institution's commitment to instrument housing, accessibility, and maintenance. The letters should also provide information regarding institutional support for personnel, and if applicable, state the amount of matching funds for instrument purchase. If animals or infectious agents are involved, a containment plan should be described by an institutional biosafety officer.
Are there any reporting requirements for the use of the shared instrument after it is installed?
Yes, there are reporting requirements. This report will contain, as applicable, information about the usage and operation of the instrument, description of research and educational activities that benefited from the instrument, and a summary of research and educational outcomes as documented by publications and any benefits to student learning or instruction.
