On March 26, 2013, the President signed a full-year continuing resolution (H.R. 933) into law. As a result of the sequestration that was automatically triggered by the Balanced Budget and Emergency Deficit Control Act, the NIGMS full-year appropriation was reduced by about 5 percent compared to FY 2012. For FY 2013, the NIGMS operating budget is $2,291,294,437.
Research Project Grants (RPGs): For FY 2013, inflationary increases will be discontinued for all competing and noncompeting awards (both modular and nonmodular).
- Noncompeting RPGs: All noncompeting grants will be reduced by 3.5 percent from the FY 2013 committed level. Commitments in FY 2014 and beyond will remain unchanged.
- Competing RPGs: The overall average costs will be at approximately the FY 2012 level. Inflationary increases for future-year commitments will be discontinued.
- FY 2013 noncompeting awards that have already been issued at a reduced level will be revised upward to reflect the 3.5 percent reduction.
SBIR/STTR: The SBIR/STTR Reauthorization Act of 2011 mandates an increase to this set-aside. For FY 2103, NIGMS will increase the set-aside to 3.15 percent.
Ruth L. Kirschstein National Research Service Awards: The stipend levels established in FY 2012 will be continued in FY 2013.
Centers and Other Mechanisms: Noncompeting awards will be reduced by 3.5 percent from the initial FY 2013 committed level.
New Investigators: NIH will continue to support new investigators on R01-equivalent awards at a success rate equivalent to that of established investigators submitting new (Type 1) R01-equivalent applications.
